This is probably some kind of “moped car”? In France they had those as the point was that you didn’t need driver’s license with those. There was some DUI related thing too but I don’t remember how it went.

“Voitures sans permis”, unlicenced cars or those you can drive without a proper licence. They remain quite a big business.
You can’t necessarily drive one if you lose your licence though. A judge can ban ALL driving in serious cases and if you were born after 1988 you’ll have to take a Class AM test if your Class B licence is suspended.

Very likely. I saw one a few years ago at a show in France. The exhibitors had left it with the engine running so that we could see that it ran. The whole car shook in sympathy with the vibrations of the engine (they use small twin cylinder industrial diesels) and it didn’t inspire much confidence.
Despite that I have an ambition to drive one sometime. It might only do 45 km/h but it would still be interesting...

mmmm Trams!
the benefit of living in Victoria , as i’m not far from Melbourne , can ride so many trams there , as Melbourne has largest tram network in the southern hemisphere.

Underpowered is probably the only way to make sure that it wont kill the driver in 5 minutes.
